The parliamentary group of the Peoples’ Equality and Democracy Party (DEM Party), the third-largest bloc in the Turkish Parliament, rejected the efforts of some Turkish parties and figures to rename the committee “Turkey Without Terrorism Committee,” insisting that the true spirit of the process—which Bahçeli called for due to regional developments that have started to restrict Turkey (Bahçeli’s call in the Turkish Parliament on October 22, 2024) and to which Öcalan responded—must be represented. Öcalan set the features of a “roadmap” for this process, which he organized and engineered in an initiative titled “Peace and Democratic Society,” launched on February 27, 2025. Consequently, the name of the parliamentary committee completely harmonized with the name of the initiative launched by Öcalan.

Öcalan seized the initiative, beginning to propose one step after another, aiming to ensure the success of the stage and consolidate the “Peace and Democratic Society” he desired as an alternative to the unitary state based on policies of national assimilation and denial. Öcalan moved ahead of the state and its parliamentary committee, forcing the committee to follow his steps and organize its work according to his statements or instructions that resulted in on-the-ground actions, all of which contributed to the continuation of the peace process and the political/democratic solution.

In the period between May 5 and 7, 2025, the Kurdistan Workers’ Party (PKK) held its 12th Congress, deciding to dissolve itself and end the phase of armed struggle. In its closing statement, the PKK explained “the previous stage that pushed the Kurds in Turkey to adopt the option of taking up arms and confronting the state’s policy of denial and national assimilation, and to counter the ruling power’s continuous reliance on repression and military-security handling.” The statement also explained “the international context at the time,” and spoke of “Socialism and the national liberation movements that took up arms in response to the tyranny and brutality of totalitarian military regimes.”

On July 11, 2025, a group of 30 fighters from the PKK’s military wing performed a symbolic ceremony of burning their individual weapons, implementing instructions from their leader Öcalan, and demonstrating their commitment to the peace process and the democratic solution.

On October 26, 2025, at a press conference in the Kurdistan mountains, PKK leader Sabri Ok announced the withdrawal of the first military units of the party from inside Turkey, as a new goodwill gesture.

A few days later, specifically on October 30, 2025, the “Imrali Delegation,” which includes DEM Party deputies, met with Turkish President Recep Tayyip Erdogan (the third meeting with Erdogan after two previous ones, the first on April 10 and the second on July 7, 2025) to discuss developments in the peace process and the democratic solution. After the meeting, the delegation proceeded to Imrali Island to speak with Öcalan about the latest developments.

On November 5 of the current month, Erdogan stated in a speech to the AKP parliamentary group that he had held fruitful discussions with the DEM Party delegation (the Imrali Delegation), explaining that he was open to the delegation’s proposal to invite Öcalan to come to Parliament and deliver a speech. Erdogan pointed to the general positive atmosphere regarding the solution of the Kurdish issue in Turkey.

Now, all eyes are on Öcalan, who continues to shape the stage and set the features of the “New Turkey,” redefine the historical relationship between the two main components—Kurds and Turks—and thus place the “Brotherhood of a Thousand Years” in its required scope. This brotherhood/narrative, which Öcalan launched since the beginning of his struggle, his engagement in political affairs, and his contemplation of establishing a party to lead the Kurdish resistance against policies of denial, erasure, and national assimilation, has remained constant. He adheres to it from a revolutionary, moral, and humanitarian perspective, confronting the crimes and violations of the power centers in the “unitary nation-state,” while also enduring the grandstanding and attacks of the “primitive nationalist trend” within the Kurdish political movement inside and outside Turkey.

Öcalan desires a state with a new structure, where Kurds manifest as a founding component alongside Turks, with the rights of all diverse identities guaranteed and given the right to express themselves. A pluralistic, democratic Turkey that must be situated on a shared ancient history, drawing its spirit from the geography of Anatolia and Mesopotamia, and arising under a social contract that unleashes national component-based expressions and ends despotism and the great historical deadlock.

Öcalan (both in his words addressed to Kurdish activities and in his assessments provided to the Imrali delegation) focuses on the mechanisms for building a democratic society, methods of awareness, and ways to organize societies in both Turkey and Kurdistan, and forging firm alliances between political forces and parties to form a democratic front(which also includes independent politicians, jurists, intellectuals, professional unions, women’s federations, civil society organizations, and social and religious activities of all components). This front must be capable of translating the demands and aspirations of the masses, thus getting rid of the residue of nationalist thought, the oligarchy benefiting from the state of racist national incitement, and the totality of the “war economy and society” that has generated vast amounts of money for “power centers” that remain influential in the deep state apparatus, including the army, intelligence, media, and economy.

This war economy and society, which was positioned and entrenched to fight the Kurdish movement for many years, cost the state about 2 trillion dollars, according to the acknowledgment of economic expert and Turkish Parliament Speaker Numan Kurtulmus.

The Kurdistan Workers’ Party’s transition from armed to political action in Turkey, and the lifting of restrictions imposed on organizational work in the provinces of Kurdistan (where the Peoples’ Democratic Party topped the June 2015 elections by winning 50 parliamentary seats, compared to only 9 for the ruling AKP), will multiply the strength of the Kurds and enhance their presence in their historical regions, and indeed throughout Turkey. This will be achieved by relying first on Kurdish votes (about 7 million Kurds in Istanbul alone), and on a national internal alliance with Turkish democratic forces.

Öcalan always stresses the necessity of building a national front capable of bringing about democratic transformation, fighting corruption, achieving economic prosperity, freeing the country from external dependence and the phobia of division, and building a state of citizenship and law.

Dismantling the old prevailing order—the tattered, racist, and sectarian nationalist ideology—and building a pluralistic identity through “Peace and Democratic Society” will save Turkey and its peoples from the looming phobia of “changing maps,” grant it freedom and hope, and also prevent it from being “imprisoned in Anatolia.” This imprisonment, which Öcalan spoke about—and warned against—at the beginning of the phase, showed that he alone holds the key to liberating and emancipating Turkey from its historical/ideological prison, placing it in the category of rising powers, unlike those submissive and yielding to the outside, anxious and afraid of it. A cohesive Turkey, with a solid domestic front, united by its Kurds, Turks, and Arabs, completely sound and recovered!

Once again, Devlet Bahçeli, leader of the Nationalist Movement Party (MHP) and a strong partner of the ruling Justice and Development Party (AKP), launched a new initiative/directive concerning the process of resolving the Kurdish question in Turkey.
